The San Francisco Spanish consulate is holding my passport while processing my Visa. How do I travel internationally in the meantime if they have my passport? Is that possible for me to do?

you wait for your passport. simple. can't go through customs without your passport.

It is not expected that anyone needs (normally) to be doing more than one or two trips..
If buisness reasons require you to travel alot, or you see in advance that you need to keep your passport for your personal use, and have another for buisness travel...
then you can get a letter from your company, explaining that you need two passports,
to allow you to obtain visa's whilst travelling on the other one...
You can do that one now.. if its for business.
They don't normally ever do it for personal requests..
Talk to the passport office.
Your final option.. can be to talk to the Spanish consulate.. explain the problem.
they may speed up you visa or
let you have the passport back and the visa process continue...
and you return it when you are back

The answer to your question is definitely NO! Even U.S. Diplomats, like myself, are not allow to travel to a foreign country that requires us to have a visa.
I assume that you are a U.S. Citizen since you also didn't state your citizenship! You also didn't mentioned if this is the first time that you are visiting this particular country. Your citizenship and the amount of time that you've visited a country also determines how fast your visa is process. Lastly, the process of your visa also can be a political issue between the countries! Some countries, especially the ones in which the U.S. has bad relationship with intentionally delay giving visas to applicants due to political turmoil between the countries. However, you must need a visa stamped in your passport to travel overseas since you will not be able to pass through customs. Even airlines now will flag you at the ticket counter if you do not have a visa to travel. You have no choice but to wait. I would suggest though for you to call the Spanish consulate to get a daily status on your visa. Usually, the consulates will give the applicants a general time frame of when he will get their visa.
